Handicap ramps may be built as part of this program as well. Work is supported entirely by contributions of time, labor, material, and money. All able-bodied residents of the home are expected to assist in making repairs.

*Note that the following services are not provided: roofs, foundations, siding, furnaces, lead remediation, chimneys, or work on mobile homes (other than wheelchair ramps, which may be built for mobile homes).

1) must be located within the Polk County portion of the participating cities.
2) the property to be assisted must be the homeowner's primary residence and a single family structure.
3) property taxes and/or mortgage payments must be current and paid to date and there cannot be any mechanics liens on the property to be assisted.
4) income limits of the household must fall at or below 80% of the Area Median Income (AMI) for Polk County. Priority is given to households at 50% or less of the Area Median Income.

We understand that pulling together the cash for a major repair may not be possible for all homeowners. Our Home Preservation Program makes repairs affordable for low-income homeowners, allowing them to get work done now and pay for it later - sometimes years down the line.

Homeowners are invited to apply for the program and are accepted based on their household income and assessed home value.

Repair services fall under four distinct categories:
- Exterior Repairs (such as roofs and siding)
- Critical Home Repair (such as furnaces and water heaters)
- Weatherization (such as windows and insulation)
- Accessibility (such as ramps, grab bars, and bath modifications)

Housing Rehabilitation and Weatherization Program (Housing Rehabilitation) is offered to families with a household income at or below 80% of poverty guidelines.
Provides home rehabilitation/small repairs to those in need through the Housing Trust Fund. Improvements/repairs can include roofing improvements, siding, window and door improvements, other exterior repairs and furnace replacement.

Applications will be accepted continuously, placed on a waiting list, and reviewed on a first-come, first served basis as funding is available.

Offers affordable loans to individuals with disabilities and seniors to help acquisition of assistive technology, home repairs relating to health and safety (not home improvements to increase the value of the home), service animals, and employment tools. Also offers if qualified a forgivable loan for assistive technology. Offer a sliding scale interest rate ranging from 9-0% based on eligibility.

Most loans have flexible terms, up to 5 years. Most loans are capped at $2,500. Assistive technology loans may go up to $10,000, but there may be a waitlist for loans over $2,500.

Direct/Deferred Payment Loan provides assistance for low and moderate-income homeowners located in low/moderate income areas. Provides direct loans at 0% interest with moderate monthly payments. If unable to get a direct loan, deferred payment loans are available at 0% interest with monthly payments deferred for two years.

Emergency Repair Loan is a 0% interest deferred payment loan, with no payments as long as the borrower keeps ownership of and lives on the property, for emergency repairs (replacement of furnaces, water heaters, dangerous wiring, etc.) to very low income home-owners citywide. Income cannot exceed 50% of Lincoln median income.

First Home Program provides assistance for low and moderate income first-time home buyers citywide who have not owned a home for 3 years. Some exceptions may apply. Must complete Home buyer Training offered by NeighborWorks Lincoln. Deferred loan assistance is available for gap financing and housing rehabilitation. Annual income cannot exceed 80% of Lincoln median income.

Home repair and modification assistance. Program provides necessary repairs to homes such as leaky roofs, plumbing issues, electrical problems, handicapped accessible bathrooms and ramps.

Economic Development Department offers a home rehabilitation assistance program that provides loans up to 40 percent or a maximum of eight thousand dollars for the repair project. Funds can be used for roof repairs, exterior door and window replacements, water and sewer line/septic system repair or replacement, electrical work and furnaces.

Direct and Guaranteed Home Ownership provides loans to purchase or construct single family homes in rural areas for very low/low/moderate income households.

Direct Farm Labor Housing Loans and Grants provide housing and related facilities in rural areas for domestic farm laborers.

Distance Learning and Telemedicine Loans and Grants provide for technology equipment and facilities for linking rural schools within regions, linking schools to other educational institutions, utilizing rural libraries as distance learning centers, linking rural hospitals and medical clinics to major medical centers, interactive video, and distance rural health training.

Energy Efficiency Improvements and Renewable Energy Systems provide grant assistance in development of renewable energy and energy efficiency improvement projects. Renewable systems include wind, solar, biomass, and geothermal. Energy efficiency improvements include energy improvements to business facility including insulation, windows, doors, HVAC, refrigeration, lighting, pumping/air/motor systems, etc.

Housing Preservation Grants offers funding to selected recipient organization to develop program to help repair individual housing, rental properties or coops in rural areas owned and/or occupied by very low and low-income households.

Intermediary Re-Lending Program provides loans to ultimate recipients for community development projects, establishment and expansion of businesses, and creating and/or saving jobs in rural areas.

Rural Cooperative Development Grants establish and operate cooperative development centers in rural areas primarily to improve economic conditions of rural areas via development of new cooperatives and multiple owner businesses and improving existing co-ops' operations.

Rural Business Development Grants are competitive grants designed to support targeted technical assistance, training, and other activities leading to the development or expansion of small and emerging private businesses in rural areas that have fewer than 50 employees and less than $1 million in gross revenues.

Rural Economic Development Loans and Grants provide for a wide range of rural economic development projects in rural areas such as business expansion and start-up, community development, etc.

Rural Home Repair Loans and Grants assist homeowners, occupying dwellings in rural areas, to complete necessary repairs to their homes.

Rural Housing Site Loans provide loans in rural areas to purchase land and develop sites for very low/low/moderate-income housing.

Solid Waste Management Grants are used to reduce or eliminate pollution of water resources in rural areas and improve planning and management of solid waste sites in rural areas.

Technical Assistance and Training Grants are used to identify and evaluate solutions to water and wastewater problems of associations in rural areas relating to water source, storage, treatment and distribution; and waste collection, treatment and disposal.

Value-Added Producer Grants help eligible producers of agricultural commodities in rural areas to develop business plans for viable marketing opportunities and develop strategies to create marketing opportunities in emerging markets.

Helps owner-investors with single family properties (1-4 units) east of 72nd Street make necessary repairs to their homes and ultimately aid in the revitalization of neighborhoods and communities. Rehabilitated properties are to be rented to low to moderate income persons.

If determined eligible, a construction specialist will schedule an initial property visit and determine the types of modifications and improvements that can be performed at the property.

Eligible property rehabilitation activities are limited to those necessary to correct substandard conditions, to make essential improvements, and to repair major systems in danger of failure. Major systems include such items as roofs, ceilings, walls, floors, foundations, plumbing, heating and air conditioning, and electrical systems.

Low interest loans for low and moderate income homeowners to rehabilitate health and safety needs of their older homes. Provides home buyer education to persons of any income level.
