Eligibility is 1 time per year for same service;
Client will be responsible for paying any amount over $300 before the agency can pledge an amount;
If Client is on LIHEAP assistance, they personally must have made at least 1 full billed payment within the protected time or they are responsible for half of total due;
If no LIHEAP assistance, client must have made 1 full billed payment in last 90 days or client will be responsible for half due
