Eligibility
Must live within the township borders or have an Urbana address with children in Urbana schools, have a shut off or imminent shut off notice, must be willing to do a payment plan, have not received CTSO utility assistance of any amount in the last 12 months, have tried ALL other utility assistance options currently available (e.g. LIHEAP, LIWAP, Salvation Army) and if these programs are open proof of denial must be submitted with the application
