Individuals or families must be literally homeless, meaning they are staying in an emergency shelter, safe haven, a government- or charity-funded motel or hotel, on the street or in a place not meant for human habitation, or fleeing or attempting to flee domestic violence; Eligible participants must also be seeking housing with rent below the Fair Market Rent amount, have no suitable alternative housing options, and lack sufficient resources and support networks to maintain stable housing
