Open to persons 60 years and older that are frail, homebound by reason of illness or incapacitating disability or otherwise isolated; A spouse of a person defined above, regardless of age or condition when it is in the best interest of the homebound person; A disabled individual that resides at home with an older individual that is eligible of the home-delivered meal
