Waitlist is currently closed (exceptions for children with elevated blood lead level), must be a Kankakee resident, must meet income guidelines, children ages 6 and under must live in or regularly visit the property in question, pregnant women must be living in the property, utilities must be on and operational in the property, property must be livable and already occupied, property in question must have been built prior to 1978
