Open to anyone; Must be a resident of Sibley or Osceola County to be eligible for library card and at least 5 years old or entering kindergarten

If eligible to receive library card, must show photo ID with proof of current address PO Box not accepted, piece of mail can be used as proof of address if photo ID does not have current address and if the mail has been postmarked within 2 weeks of current date
