Call for services For Rent - Pick up a W9 and Housing Agreement in person for the Landlord to fill out. Must have income, and bring documentation of income. Crisis - what caused the current financial situation you are in now? Warm Neighbor Cool Friends WNCF Ameren Energy Assistance: Is a matching program. You must meet income guidelines. This program is for households above the LIHEAP program tax bracket. A person cannot qualify for both LIHEAP a state program offered through Community Action, and Warm Neighbor Cool Friends. The state will not allow that. This is a matching program, you must show proof of payment, and if you qualify your account will receive a matching pledge. Help 2 Others H2O: Illinois American Water program, documentation of Crisis needed.
