Works with families and caregivers who are at risk due to a report of abuse or neglect. Provides an all-encompassing range of home-based case management services. These services are designed to resolve these issues so that children and youth can remain safely at home.

An assessment identifies needs and provides services that include but are not limited to:

- Home based case management.
- Counseling.
- Parent education.
- Protective daycare.
- Substance abuse treatment.
- Mental health services.
- Emergency assistance.
- Advocacy.
- Healthcare.
- Assistance with transportation to services.
