Provides an opportunity for treatment services to individuals with brain health and co-occurring substance use disorders who have come into contact with the criminal justice system.
The program works to connect individuals to the appropriate level of community-based treatment for their brain health and co-occurring needs in hopes of improving their overall quality of life and reducing their involvement in the criminal justice system.

Program Goals: -Identify individuals with brain health and co-occurring disorders through referrals and screenings. -Connect Individuals to community-based agencies and services. -Provide short term, intensive case monitoring. -Reduce the number of incarcerated persons with brain health and co-occurring disorders in the jails throughout the CROSS Region.

Prevention, early intervention, and diversion program specifically designed for African American youths to promote positive behaviors, critical thinking, problem solving, and strategies for success. The 10 week program uses the principles of Kwanzaa and African American historical facts to instill cultural pride and accountability.

Offers trained volunteers who advocate for the best interests of children involved in the child welfare system. Volunteers advocate with the court to ensure each child's voice is heard, their needs are met, and they have a safe, permanent home.

Processing and detainment of juveniles under the age of 18.

Provides probation supervision for offenders after being convicted of a criminal offense as ordered by the Court; in lieu of incarceration. Also provides parole and probation and presentence services for justice involved adults and provides court ordered domestic violence educational interventions for adults convicted of family/domestic violence.

Administers probation supervision, pre-trial release, pre-sentence investigation, and parole services.

Low Risk Probation - Designed for low-risk, minimum supervision offenders that are given Court ordered conditions, specific to the offender, to be completed in a designated time period while on probation.

IOWA MEDICAL & CLASSIFICATION CENTER, CORALVILLE (319-626-2391): IMCC serves as the reception and classification center for all males 18 years of age and older entering the adult institutional corrections system. After extensive testing and assessment of risk, health and cognitive skills, they are then processed on to other facilities. A medium security general population unit is in operation at IMCC, as well as, a special needs unit with both medical and mental health beds. IMCC also runs the only licensed forensic psychiatric hospital in the state, providing inpatient psychiatric and evaluation service to non-adjudicated patients

Provides a Court Appointed Special Advocate (CASA). A CASA volunteer is a trained community member who is appointed by the Juvenile Court Judge to represent the best interests of abused and neglected children who are brought before the court. In Winnebago County, the CASA volunteer is appointed as Guardian ad litem for the child he or she represents. A volunteer has three main roles:

- To serve as fact finder for the judge (by handling only one or two cases, the volunteer has time to thoroughly explore the history of each case).

- To speak for the child in the courtroom, advocating for the child's best interests.

- To act as a "watchdog" for the child during the life of the case, ensuring that the case is brought to a swift and appropriate conclusion.

Provides an alternative to the bail bond system by conducting interviews with arrestees to determine their social and criminal history and assess their ties to the community. Offers recommendations to the court for release based on these assessments. Specially trained community volunteers are appointed by Juvenile Court Judges to speak in the best interest of children who are brought before the court for reasons of abuse or neglect.

The volunteer CASA then investigates, monitors, and reports on that case. Through
their investigation, they provide a written report to the court detailing what is happening on the case and any recommendations for the best interest of the child they have.
An adult correctional facility, that holds inmates and detainees facing state and federal charges. On site visitation hours are Mon-Thu 8:30 am-10:30 am and 1 pm-2:30 pm and Sunday 8:30 am-10:30 am and 12:30 pm-2:30 pm. No on site visitation Friday or Saturday. Adult probation program that offers sentencing alternatives for individuals court-ordered to probation in Story County. Clients remain in the community, make restitution to victims, and complete classes/programs deemed important to their successful reintegration into the community. Probation supervisors oversee and emphasize completion of court-ordered conditions of probation.
Offers jail services to the Wapello County communities.
Juvenile Court Services provides supervision for delinquent youth under 18 who are involved with the court and or probation systems.

Youth Assessment Center, with families and the community, supports activities that contribute to the safety and well-being of youth involved with the juvenile justice system or at risk of becoming involved in the system. Goal is to divert youth from the juvenile detention center where possible and when appropriate. Youth receive comprehensive pre-treatment assessments and drug and alcohol assessments to aid the juvenile court in determining the need for detention.

Staff Secure Detention facilities house youth who are under Juvenile Court jurisdiction only and who do not require a locked facility for supervision and control. The facility is unlocked and the supervision is provided by staff.

Juvenile Detention Center is a secure facility that houses youth who require a locked environment; the facility has a central control room which houses a state of the art computerized security system to monitor and manage security 24-hours a day.

Drug and alcohol evaluations for all youth admitted, as well as year round educational programs through the Lincoln Public Schools/Pathfinder School.

Provides services pre- and post-release to 100 eligible adults in Scott County through a Department of Labor grant. Enrolled participants receive intensive case management, reentry planning, and workforce services which include career exploration, job readiness, occupational training, and employment placement.

Safer works in partnership with the Seventh Judicial District, Iowa DOC to support the reentry of individuals residing at the Work Release Center or Residential Correctional Facility and are scheduled to release between 20 to 270 days of program enrollment. Staff seek to build connections with local employers to assist participants in securing employment with the preparation to meet the needs of the local labor market while building the skillsets valued by employers. Enrollment period ends 12/31/2025.
