Provides assistance to out-of-school youth who are overcoming barriers to employment that might include lacking skills to obtain high school diploma, high school equivalency certificate, low income, homelessness, involvement with the judicial system, transportation barriers.

Participants spend half their time in academic programming and half in learning skills in construction or urban agriculture, including building or rehabilitating housing for low-income families.

Leadership development involves classes, activities, and leadership positions within the organization, providing a foundation for preparing youth to play important roles in their communities.

Identifies disadvantaged youth in grades 6-12 who have potential for post-secondary education, and encourages them to graduate from secondary schools and enroll in post-secondary education.

Services may include after school and tutorial homework assistance, career exploration activities, providing and assisting in completion of the ACT, college campus tours, and academic advising.

Staff encourages high school dropouts to return to school.

High school diploma completion program gives high school students, ages 16-20 at risk of dropping out or who have stepped-out, an opportunity to re-engage in education and earn their high school diploma.
Collaborative effort by the six Rock Island County public secondary school systems, Black Hawk College, the Regional Superintendent of Schools, and Youth Service Bureau to provide educational alternatives for truant and dropout youth. Students may earn high school credits leading to a diploma or prepare for GED testing. Classes are offered at the Outreach Center and the Black Hawk College Adult Learning Center. Supportive services include personal and vocational counseling, teen parent programs, and bus tickets.

Truant Alternative Optional Education Program: Designed for students who are at risk of school failure due to being truant, chronic truants, dropouts or potential dropouts with attendance.


Regional Safe Schools Program (RSSP): Designed for students who have multiple long-term suspensions, or students who are eligible for expulsion or in lieu of expulsion.

Provides assessment, referral services, and short-term counseling for students and family members in school districts that contract with EFR for these services. Types of problem areas covered include school related problems, family relationships, alcoholism, drug abuse, emotional and behavioral issues.

Youth Academic Navigators are education-focused case managers who check in with students frequently and help with issues as they emerge to ensure students are making progress and earning credits in school.

Tutoring and elective classes offered for students who need academic assistance or alternative ways to earn high school credit. Certified teachers specialize in creating a small, caring classroom environment with a focus on individual students and their success.

Career Navigators assist students with postsecondary planning and connections for both career and educational opportunities. Services are also available to graduates.

Reengagement Partnership with Omaha Public Schools staff members to reengage students who have withdrawn from school but are eligible to enroll. The Career Navigator also partners with OPS Multiple Pathways programs to provide services in postsecondary planning and connections to students in these programs.

Offers a drop-out prevention program serving DMPS students and their families (kindergarten-graduation). A case manager connects student and family to support services in the areas of education, health and human services. Students are referred to the program based on the DMPS Early Indicator System, which identifies students who are at risk of dropping out of school due to poor attendance, low achievement, poor or failing grades, and lack of identification to school/behavior.
