Home rehabilitation for those in owner-occupied housing in Moline. (As of 2020, there is a waiting list of approximately 50 households, or about one year.)

Lead Based Paint Reduction Program tests homes for lead based paint. Can scrape, prime, and paint surfaces and/or replace windows if needed.

Lead Abatement
Exterior and/or interior improvement involving lead based paint removal. Assistance is in the form of a five year forgivable loan. Participants can qualify for temporary relocation assistance.
Works with families who have children with elevated lead levels. Works in conjunction with the health care provider to identify the cause and complete follow-up as needed.

Provides assistance to reduce or eliminate lead hazards in housing. This includes paying to repair or replace windows, siding, and other painted surfaces. Home inspections and lead housing repair program for those who qualify. No cost to the home owner if the home is built before 1978, child under the age of 6 living or visiting, and they can't make more the 80% of area median income.

RADON TEST KITS: available to anyone that would like to test their home for radon.

Region XII's housing inspectors are certified in lead based paint inspection and can assist in abatement programs.
Helps low to moderate income homeowners make necessary repairs to their homes and ultimately aid in the revitalization of neighborhoods and communities. Includes the Full Rehab Program and Exterior Repair Program.

Modifications and improvements fall into four categories:
-- Lead Based Paint Hazards - Removal or stabilization of deteriorated lead based paint, which presents a health hazard to families, particularly families with small children.
-Structural Items - Address structural issues with the home such as the roof, floors, porches, steps, and foundation.
-- Safety and Health Related Items - Improves the overall safety of the home; addresses furnace, radon, plumbing, electrical, handrails, mold, rodents, and other infestations.
-- Accessibility - Modifications to improve accessibility in a home for people with disabilities; includes items such as ramps, lifts, wider doors, and grab bars.

Provides a program that makes health and safety improvements to homes to those that income qualify. There are several programs that a homeowner or renter can participate in, including a program to assist families with young children. Homes built before 1978 pose a risk of lead paint and our Lead Paint and Healthy Homes program makes the home lead safe while also making other improvements.

Eliminates and stabilizes lead-based paint hazards and other lead related hazards for single-family and multi-family residences. Includes both interior and exterior lead paint hazards.

The following repairs are eligible:
-- Replace windows and door with lead-based paint
-- Stabilize or remove lead-based paint on porches
-- Stabilize deteriorated lead-based paint on the interior and exterior of the home
-- Replace soil that contains high levels of lead

HOMEOWNERS must meet the following guidelines:
-- House is located in the targeted area
-- Household has children age six or under; priority is given to children with elevated blood levels of 5 ug/dl or higher
-- Income is at or below 80% of HUD median family income

INVESTOR-OWNERS must meet the following guidelines:
-- Household has children age six or under; priority is given to children with elevated blood levels of 5 ug/dl or higher
-- Rent to income eligible households and agree to affirmatively market units to households with young children for a three-year period
-- The unit must be currently occupied

Funding is in the form of a grant or secure deferred payment loan (DPL) meaning that a lien is placed on the property for 36 months. The lien is released after three years if all loan requirements are met, and no repayment is necessary.
