Basic Needs Assistance Program is designed to meet the emergency needs of low-income persons age 18-59 years with a disability and adults over 60 with or without a disability. Funds are available for material aid and energy assistance: for emergency needs such as rent payment assistance, assistive devices, dental expenses, utility bills, prescription drug expenses, eye glasses, home cleaning, extermination, furnace or water heater repair, plumbing and electrical work. Other unmet needs are considered on a case-to-case basis. Grants are made in cases when no other funding source is available. The limit for a request is $400 every 2 years. If a service or funds are available elsewhere the grant will not be approved until all resources have been explored. Grants can only be issued when funding is available.

Enforces regulations in investigating all complaints regarding possible infestations of disease carrying insects and/or rodents, notifies property owners of their responsibilities in maintaining a vermin-free premise, and advises them as to the abatement measures which must be implemented.

Monitors the presence of ticks known to carry Lyme Disease - residents of Scott County can deliver ticks to the department for identification.

The Animal Bite Investigation and Control Program monitors all reported cases of humans being bitten by animals for the purpose of protecting the health of the person bitten, as well as rabies control. Enforces the County Animal Control Ordinance and serve as a liaison between the victim/physician and the State Rabies Advisory Board.

The Mosquito Surveillance Program, in conjunction with Iowa State University and the Iowa Department of Public Health, allows the Health Department to monitor the population of mosquitoes to determine when the potential for arthropod-borne encephalitis or West Nile Virus is imminent.

Addresses nuisance complaints and complaints regarding solid waste, weeds, and junk cars.

Services include air pollution and noise monitoring, rodent and pest surveillance, radon and indoor air information (radon kits available for a small fee), and free well testing.

Issues permits and licensing for tanning beds, swimming pools, spas, septic systems, tattoo services, and wells.
