Northeast Iowa Community Action Corporation is a Community Action Agency. Family Service Specialists work with individuals and families facing difficult and crisis situations. They are able to provide assistance in connecting to needed community programs and services.
In addition, base on funding and donations, the office can support a crisis fund which allows them to provide assistance with rent, medical and prescription expenses, gas money, utilities, and other basic necessities when the household is facing an emergency situation. The agency actively seeks funds for the crisis program and all funds donated to a county stay in that county and are used to support the residents of that county.
Provides assistance to individuals and families in Clay County who need help with rent, utility bills, and burial services.
The program is designed to provide short-term emergency assistance to persons who are experiencing a financial crisis and are unable to be supported by their own means, relatives, or other public and private sources and cannot obtain assistance from any other source. It is not intended to provide on-going, long term aid to any individual or family. Must meet current income and resource guidelines to be eligible for assistance.
Assists families with a portion of heating or water utilities, burials, medical expenses, rent or mortgage payments, bus tokens, cab fare, or a one way bus ticket. Must meet qualification guidelines.
Provides assistance to all eligible Veterans discharged from active military service under honorable conditions and/or their family members in applying for federal benefits and other Veteran's aid. Can also assist with some emergency funding when available.
General Assistance provides limited funding for assistance for rent, utilities, and some medical expenses. Also accepts applications for county funding for mental health services.
Financial assistance provided through this program may include rent, mortgage payments, board and room, utilities, clothing and non-food items.
Assistance is limited to those persons in Douglas County between the ages of 19 and 64-67 (dependent upon when an individual is eligible for Social Security benefits) who are not eligible for other public assistance and/or do not have sufficient income or resources to meet all or part of their shelter needs. Eligibility is based on income and resources. Monthly income and resource guidelines vary based on the number of persons in the household. For example, a one-person household's monthly net income cannot exceed $825.00 and a two-person household's monthly net income cannot exceed $950.00. Households with monthly income that exceeds those amounts are not eligible for assistance.
All General Assistance payments are made directly to the landlord, and/or utility company.
Provides rent, utility, or medication assistance. Does not assist with past due rent/utilities or rent/utility deposits. Does not assist anyone eligible or receiving FIP. Repayment agreement is required.
Interim Disability Program assists adults who are 100% disabled as deemed by their doctor and have zero income and resources in the household. All members of the household must meet requirements to qualify for this program.
Back to Work program provides assistance for up to 3 consecutive months not to exceed a fixed limit for a 1 month period. Clients must complete 40 volunteer hours and submit 8 job applications per month.
One-Time Needy Assistance Program provides assistance once within a Fiscal Year with the amount of assistance not to exceed a fixed limit; clients must have a plan to pay future bills.
Provides a Burial Assistance Program; approved person must have been previously residing in Pottawattamie County but considered homeless, i.e. indigent, transient.
The General Assistance Program is to be considered the agency of last resort; all callers will be directed to contact other assistance agencies prior to funding consideration.
Administers the General Assistance Program. Eligible clients may receive a maximum of $347 per month towards rent, utilities (MidAmerican or City of Rock Island), personal needs and food. Vouchers are issued to clients and checks are mailed to the rental property owners. All rental properties must be registered with the City of Rock Island.
Typically, clients are single, unemployed or applying for Social Security Disability (SSDI) and have no other means of financial self-support. The application process can take up to 30 days.
In February or March, the Township usually receives a grant for help to families by paying one month's rent or mortgage. The maximum grant is $450.
General Assistance to qualified applicants who live within the Township boundaries. Applicants must be in the process of applying for Social Security or have lost a job and searching for employment. Assistance includes help with rent, utilities, basic medical/dental expense, food, and bus tickets.
Emergency Assistance to qualified applicants who live within the Township boundaries who are facing a life-threatening situation and are awaiting other forms of assistance.
Provides assistance to residents who are needy and poor and in need of immediate assistance and who cannot obtain assistance from any other source. Recipients must be at least 18 years of age and meet current income and resource guidelines.
Assistance may be provided for rent, utilities, or indigent burial, to name a few. A voucher system is utilized with direct payment to the vendor, never cash. General Relief is unable to assist with deposits or first month rent payments.

Provides assistance one time, once a year, for basic needs that may include rent/lot rent, utilities-gas, electric, water, and food vouchers. Cannot be receiving FIP, be on Subsidized Housing, or a student.
Combined and coordinated educational services assistance, employment and job training assistance for adults and youth, child care expense help, Temporary Assistance for Needy Families, and General Assistance.
Provides salaries for extra employment opportunities for the youth to participate in a summer program operated by the Higher Education Department.
Clayton County General Assistance provides relief to county residents to help in removing barriers to self-sufficiency and encourage self-support. Assistance may available in the areas of of fuel, rent, clothing, groceries, prescriptions, heat and electricity, burial services, or other basic needs services. Relief payments are made to service providers, not to the clients themselves.
Financial assistance provided through this program may include rent, board and room, utilities, and non-food vouchers. Out-of-County transportation is provided in certain situations. Assistance is limited to those persons in Sarpy County between the ages of nineteen and sixty-four who are not eligible for other public assistance and/or do not have sufficient income or resources to meet all or part of their shelter needs.
All General Assistance payments are made directly to the landlord, and/or utility company. Vouchers are provided to purchase non-food items at Family Fare Supermarket.
General Assistance is a temporary solution and does have work requirements. If an exemption has not been granted, all recipients are expected to actively seek employment while they are receiving assistance.
