Housing Fund (down-payment) - Loans are available to income-qualified homeowners in Region XII COG communities for down-payments required for the client to qualify for a commercial loan.

Provides home rehabilitation assistance for single family homeowner occupied residents when grant funding is available through IDHA. Mobile homes are not eligible for this program. Each application is seen on a case by case basis. Measures will be done based on needs identified in the home inspection/assessment. The focus is on code, health, safety, and lead paint issues first. Grants are for a 2 year period.

Weatherization services include a cost effectiveness energy audit, air leakage checks, insulation, and all combustion appliances inspection for repair and/or replacement. NEICAC’s own crews provide all but appliance and furnace repair services. Certified area contractors and vendors do the authorized appliance and furnace work. Agency staff does a quality control final inspection. Besides their regular efforts, the Weatherization staff also administer contracts with the investor owned utilities of the area to install low-cost, energy efficient measures in eligible homes, such as LED lighting, low-flow faucet aerators, showerheads, and hot water heater measures.

Connects youth and families to resources and support. Navigators help "fill gaps" by helping agencies partner around a common goal or by utilizing flexible funding for needs such as rent, utilities, transportation, and more.

Community Prevention reduces unnecessary involvement of child welfare and juvenile justice while increasing the informal and community supports for youth and families. Coordinates existing resources and matches participants with a resource to either solve an immediate need or develop a longer-term coaching relationship.

Offers the Critical Housing Repair program, which allow families or individuals who live in and own their home, the chance to apply for potential home repairs. When HFH prepares for a new CHR project, an open application process begins. Candidates will be selected following equal housing guidelines and based on the following criteria: need for adequate shelter, willingness to partner, meet the financial guidelines, and live in Marion County.

This program is applicable for low-income families, seniors, and those with a disability. Services include interior or exterior work performed to alleviate critical health, life and safety issues or code violations. This includes a change to or repair of materials or components, a reconfiguration of space, a modification for accessibility and interior modifications, installation or extension of plumbing, and mechanical or electrical systems on an existing structure.

Rehabilitates the houses of low-income homeowners (particularly the elderly, disabled, and families with children) so that they may continue to live in warmth, safety and independence. All work is provided free of charge to the homeowner. Referrals come from health and human service agencies, community and faith-based organizations, service groups, case managers, and individuals. The homeowners, if physically able, work with the volunteers in the spirit of neighbor helping neighbor. Home assessments determine a home's eligibility based on national and local criteria.

Repairs vary from painting and trash removal to minor repairs such as electrical or plumbing work. Smoke detectors and new locks may be installed. Home modifications and accessibility needs given priority. The repairs must be able to be completed in one day; no major structural repairs and no tree removal.

Yard cleanup is offered by a group of volunteers, a couple of times throughout the summer months (will NOT help with tree removals, tree limbs/branches removals from dead or dying trees, mowing yards or snow removal).

Volunteer Opportunities are available as Rebuilding Together relies on donations of time, money, material and volunteers both skilled and unskilled to help with repairs.
