Offers exterior home repairs to homeowners that meet income guidelines, who are unable to make the repairs on their own. Assists with minor improvements like painting, landscaping, exterior door replacements, accessibility improvements, and weatherization of the home and neighborhood beautification. Material costs are covered by no interest loans to the homeowner.

Community Response is designed to reduce unnecessary involvement of child welfare and juvenile justice while increasing the informal and community supports for youth and families. By utilizing Central Navigation, the goal is to coordinate existing resources and match participants with a resource to either solve an immediate need or develop a longer-term coaching relationship.

Offers exterior repairs to porches, minor carpentry, and limited repairs to roofs and siding. Also provides critical home repairs, minor electrical work, and minor plumbing.

Weatherization work provided for windows, gutters, doors, and storm doors.

Provides smoke alarms and fire extinguishers.

Provides accessibility ramps, grab bars, railings and steps, limited flatwork, and limited bathroom modifications.

Unable to help with major renovations, foundations, and HVAC systems.

Serving households up to 80% of HUD Income Guidelines.

HUD Income Guidelines for 2024:

1 person household: Max Household Income (gross) $50,150;

2 person household: Max Household Income (gross) $57,300;

3 person household: Max Household Income (gross) $64,450;

4 person household: Max Household Income (gross) $71,600;

5 person household: Max Household Income (gross) $77,350;

6 person household: Max Household Income (gross) $83,100.

Weatherization services include a cost effectiveness energy audit, air leakage checks, insulation, and all combustion appliances inspection for repair and/or replacement. NEICAC’s own crews provide all but appliance and furnace repair services. Certified area contractors and vendors do the authorized appliance and furnace work. Agency staff does a quality control final inspection. Besides their regular efforts, the Weatherization staff also administer contracts with the investor owned utilities of the area to install low-cost, energy efficient measures in eligible homes, such as LED lighting, low-flow faucet aerators, showerheads, and hot water heater measures.

Owning a home can bring safety, stability, and comfort, but repairs can be costly.
We understand that pulling together the cash for a major repair may not be possible for all homeowners. Our Home Preservation Program makes repairs affordable for low-income homeowners, allowing them to get work done now and pay for it later - sometimes years down the line.

Homeowners are invited to apply for the program and are accepted based on their household income and assessed home value.

Repair services fall under four distinct categories:
- Exterior Repairs (such as roofs and siding)
- Critical Home Repair (such as furnaces and water heaters)
- Weatherization (such as windows and insulation)
- Accessibility (such as ramps, grab bars, and bath modifications)

Offers to help homeowners with disabilities or those who are 62 years of age or older with home repairs to help to make homes safe. Home repairs focus on Radon testing and mitigation, general home repairs, electrical work, plumbing, and new paint. Other home repair needs considered on a case by case basis. Housing Fund (Rehab) - Loans are available to income-qualified homeowners in Region XII COG communities for home repairs to eliminate health and safety hazards, including windows, doors, roofs, furnaces, etc.

Housing Fund (down-payment) - Loans are available to income-qualified homeowners in Region XII COG communities for down-payments required for the client to qualify for a commercial loan.

Furnaces

Provides home rehabilitation assistance for single family homeowner occupied residents when grant funding is available through IDHA. Mobile homes are not eligible for this program. Each application is seen on a case by case basis. Measures will be done based on needs identified in the home inspection/assessment. The focus is on code, health, safety, and lead paint issues first. Grants are for a 2 year period.
