Strategies include homeless outreach and emergency shelters, housing stabilization through emergency rental and utility assistance and transitional living assistance, disaster relief and recovery, food access, and victim safety and recovery.

- FINANCIAL SECURITY: Focuses on increasing economic stability and upward mobility for individuals and families. Strategies include adult education and literacy, job training and career pathways, and financial education and coaching.
