Provides health professionals and other non-medical volunteers an organized mechanism through which they can volunteer their time and skills to strengthen their communities by preparing for and responding to emergencies and disasters, such as (but not limited to) influenza outbreak/spread, epidemic, chemical release, or act of terrorism.
