The Bureau is the service agency for all refugees enrolled in FIP, the state welfare reform program. Now offering a Commercial Drivers License (CDL) program. This program will help participants prepare for the class, enroll into the DMACC CDL program at no cost, and obtain a job after completion. Participants will also qualify for “Jump Start” training specially designed to help English Language Learners.

Children’s Health Insurance Program (CHIP)/Healthy and Well Kids in Iowa (Hawki) CHIP covers children under the age of 19 in working families who have too much income to qualify for Medicaid but cannot afford private health insurance, and are not enrolled in other health insurance.
In Iowa, CHIP is offered through Hawki. Some households may be required to pay a monthly premium based on family income. No family pays more than $40 a month. Some families pay nothing at all. Eligibility ends on the first day of the month following the month of the youth’s 19th birthday.

Seward County Veteran Service Office
County level services provide direct emergency economic aid for vital necessities to veterans, their widow, and dependents, according to their needs. Personal visits for assistance and claims to housebound veterans or dependents. Must have an honorable or under honorable conditions discharge from active duty or wartime service. Must be a resident in Nebraska for the past one year and 6 months of that year in Seward County.
State level services do not require wartime service and assist in completing applications for the Nebraska Veterans Aid Fund, fee exempt fishing and hunting permits, applications to the Nebraska Veterans Homes, and waivers of tuition.
Federal level services provide and/or complete Veteran Administration forms for claims relating but not limited to service connected compensation, disability pension, widow's pension, burial allowance, grave markers/headstones, educational benefits, home loans, insurance, indebtedness, and character of service upgrades.

Hope Crisis Center - York Outreach Office
- Temporary emergency shelter for victims of domestic violence and accompanying children. Emergency needs such as food and clothing can be provided.
- 24 hour crisis line provides support, info, and confidential emergency services.
- Client advocacy supports individuals through crisis, such as assistance in applying for DHHS economic assistance programs, finding a new place to live, or for emotional support and talking through options.
- Legal advocacy provides assistance with filing domestic violence and harassment protection orders, legal referrals, help in finding legal representation, and court accompaniment.
- Medical advocacy offers referrals and accompaniment as needed.
- Bilingual advocacy provides immigration information for victims of domestic violence or sexual assault. To reach a Spanish-speaking advocate, contact the Spanish line or visit the Crete office.
- Information and referrals provided regarding outside assistance.
- Community education programs are offered at no cost, on topics including domestic violence, sexual assault, bullying, dating violence, date rape, sexting, and others.
