Provides counseling services to anyone in need. Counseling services are designed to help people come to terms with stress and conflict in their family and daily lives.

Provides the city government departments and other city information. 

Licensing of animals.

Lost and found reporting.

Investigates bites and attacks caused by aggressive animals, rabies, cruelty and neglect reports.

Picks up stray, injured, dead and unlicensed animals, as well as wildlife removal and assistance.

Spaying/neutering grant is limited to City of Lincoln residents with an income of 185% below poverty.

Educational programs.

Offers Child Care Expense Assistance through the Iowa Department of Human services is available to the children of income-eligible parents who are absent for a portion of the day due to employment or participation in academic or vocational training or PROMISE JOBS activities. Assistance may also be available for a limited period of time to the children of a parent looking for employment. APPLY TO BE A REGISTERED CHILD CARE PROVIDER. LIHEAP (Low Income Home Energy Assistance Program) assists low-income homeowners and renters pay for a portion of their primary heating costs for the winter heating season. Assistance is based on household income, size, type of fuel and type of housing. The application period is from October 1-April 30 for elderly and disabled households and November 1-April 30th for the rest of the households. Persons applying must meet 200% poverty guidelines.

LIHEAP also offers a crisis program that may be able to assist homeowners who are with no heat or limited heat during the off months of the LIHEAP program (May-September). The furnace component for crisis runs October 1-April 30th.

Provides information, assistance, and referrals to caregivers of older adults to help with necessary services and supports. Staff can also help the caregiver determine if the person they are caring for is receiving benefits they may be eligible for that could reduce the caregiver's costs.

Provides a hotline offering education-related support for families of infants and children with disabilities. Providing information, referrals, and connections to local contacts for hearing and developmental screenings, service coordination, and access to resources such as disability registries that maintain data to support care management, public health planning, and medical research for individuals with specific disabilities or associated risk factors.

Provides health care and specialty health care services, including mental health care. Can also provide family and internal medicine services.
