Early Head Start and Head Start programs provide comprehensive services to children and families, focusing on early childhood education, health, nutrition, and family support. These programs offer developmental activities, screenings, and resources to enhance children's learning, as well as support services such as parenting education, mental health services, and assistance with securing basic needs. General Assistance provides financial support to Muscatine County income eligible residents in emergency situations. Trust Services provides payee support to persons determined by the Social Security Administration to need assistance in managing their benefits.

Provides amplified phones, CapTel phones, and Braille phones to those individuals whose hearing loss can be verified by by physician.

Provides domestic violence and sexual assault services for DeKalb County. Services provided include a 24/7 crisis hotline, an emergency shelter for victims of domestic violence and their children, transitional housing for victims of domestic and sexual violence, individual, group and family counseling for adults and children experiencing domestic and sexual assault or abuse, legal advocacy including help obtaining Orders of Protection and support at court, medical advocacy to victims at hospital emergency rooms, and prevention and professional education in schools, with police and other first responders, and to community groups.

Collects property taxes, conducts annual tax sale for delinquent taxes, processes vehicle transactions, issues driver's licenses, and issues motor vehicle titles and registrations.

Provides crisis intervention for run-away, locked-out, homeless, and ungovernable youth. Will make sure youth gets emergency psychiatric or substance abuse treatment if needed, follow-up care plan for youths reunited with family, and short-term or long-term placements if reunification is not immediately possible.

Scholarships are available to income-eligible individuals planning to attend college. Scholarships can be used for tuition, books, and fees associated with enrollment.

All scholarships will be in the amount of $1,000 and can be used for tuition, books, and fees associated with enrollment. Three scholarships will be awarded.
