Provides home modifications to help remove barriers in the homes of seniors to help them remain in their homes longer. Improvements are meant to reduce the risk of falling, improve general safety, increase accessibility, and to improve the functional abilities of the home.

Home Rehabilitation Programs

Services which enable persons with disabilities to acquire the skills necessary for independent living.

Barrier Removal and Information Center offers consultations to consumers, builders, businesses and organizations to increase accessibility within the home and community. Modifications to homes include redesigning living areas, and installing outside ramps and grab bars. In addition, grant assistance is offered to income- and geographically-eligible persons with disabilities.

Center for Independent Living services include information and referral, independent living skills training, financial benefits counseling, and awareness training for the general public and organizations regarding disability issues. In addition, the Center assists clients in the development and implementation of independent living plans in the following areas: home and financial management; social skills; sexuality; consumer and legal rights; peer counseling; equipment loan, repair and rental; and individual and systems advocacy.

Centers for Independent Living
Rehabilitates the houses of low-income homeowners (particularly the elderly, disabled, and families with children) so that they may continue to live in warmth, safety and independence. All work is provided free of charge to the homeowner. Referrals come from health and human service agencies, community and faith-based organizations, service groups, case managers, and individuals. The homeowners, if physically able, work with the volunteers in the spirit of neighbor helping neighbor. Home assessments determine a home's eligibility based on national and local criteria.

Repairs vary from painting and trash removal to minor repairs such as electrical or plumbing work. Smoke detectors and new locks may be installed. Home modifications and accessibility needs given priority. The repairs must be able to be completed in one day; no major structural repairs and no tree removal.

Yard cleanup is offered by a group of volunteers, a couple of times throughout the summer months (will NOT help with tree removals, tree limbs/branches removals from dead or dying trees, mowing yards or snow removal).

Volunteer Opportunities are available as Rebuilding Together relies on donations of time, money, material and volunteers both skilled and unskilled to help with repairs.

Caregiver services are available to informal or family caregivers of persons over the age of 60 or to grandparents raising grandchildren.

Services can include respite care (services that give caregivers a rest), home modification, assistive devices, transportation, and financial assistance.

Provides seniors and/or disabled individuals minor home improvements to help remove barriers that may affect their health and safety in their home (such as repair of non-working heating system, mobility ramp, etc.). Applicant must be the homeowner and live in the home.

The Elderly & Disabled Housing Repair program assists income eligible seniors (age 62 and older) and disabled Sioux City homeowners who are in need of home repairs.

The program typically provides repairs to, but not limited to, the following:

-- Furnishing & installing gutters and downspouts

Assists people with disabilities to transition from nursing homes to community based living.

Offers exterior repairs to porches, minor carpentry, and limited repairs to roofs and siding. Also provides critical home repairs, minor electrical work, and minor plumbing.

Weatherization work provided for windows, gutters, doors, and storm doors.

Provides smoke alarms and fire extinguishers.

Provides accessibility ramps, grab bars, railings and steps, limited flatwork, and limited bathroom modifications.

Unable to help with major renovations, foundations, and HVAC systems.

Serving households up to 80% of HUD Income Guidelines.

HUD Income Guidelines for 2024:

1 person household: Max Household Income (gross) $50,150;

2 person household: Max Household Income (gross) $57,300;

3 person household: Max Household Income (gross) $64,450;

4 person household: Max Household Income (gross) $71,600;

5 person household: Max Household Income (gross) $77,350;

6 person household: Max Household Income (gross) $83,100.

Helps low to moderate income homeowners make necessary repairs to their homes and ultimately aid in the revitalization of neighborhoods and communities. Includes the Full Rehab Program and Exterior Repair Program.

Modifications and improvements fall into four categories:
-- Lead Based Paint Hazards - Removal or stabilization of deteriorated lead based paint, which presents a health hazard to families, particularly families with small children.
-Structural Items - Address structural issues with the home such as the roof, floors, porches, steps, and foundation.
-- Safety and Health Related Items - Improves the overall safety of the home; addresses furnace, radon, plumbing, electrical, handrails, mold, rodents, and other infestations.
-- Accessibility - Modifications to improve accessibility in a home for people with disabilities; includes items such as ramps, lifts, wider doors, and grab bars.

Offers financial assistance to homeowners to help with housing repairs and correcting code violations.

Requirements:
1) must be located within the Polk County portion of the participating cities.
2) the property to be assisted must be the homeowner's primary residence and a single family structure.
3) property taxes and/or mortgage payments must be current and paid to date and there cannot be any mechanics liens on the property to be assisted.
4) income limits of the household must fall at or below 80% of the Area Median Income (AMI) for Polk County. Priority is given to households at 50% or less of the Area Median Income.

Referral information for funding, purchase, construction. Volunteer design and construction for financially eligible. Removal of aluminum and wood ramps no longer needed if WRAP could reuse or recycle. WRAP is 501c3 non-profit organization.

Administers a wheelchair ramp program for rental units or home owners meeting Federal Poverty guidelines in the city of Springfield. Residents can request a ramp to be built on their home at no cost.
