Offers specially trained legal advocates advise rights under the Illinois Domestic Violence Act, assist in obtaining Orders of Protection, provide support in court to victims in abuse-related cases, and provide referral and linkage to other social service programs. Also provides bi-lingual/bi-cultural services.

Provides limited financial support as a last resort to those who are struggling in Marshall County for rent or utilities. Repayment is required.
Appointments are required; clients must call or email to set up an appointment for more information regarding eligibility and the application process. This program is administered by Veterans Affairs staff in Marshall County.
Waterloo Public Library
Offers a wide range of library resources and services, including books, DVDs and Blu-rays, downloadable eBooks and audiobooks, reference assistance, and scanning services. Printing (black or color), faxing, and photocopying may be available for a fee. Notary services may also be offered, and passport applications are accepted by appointment only. The library provides year-round events and programming for all ages, including a summer library program. All public computer terminals are accessible for individuals with disabilities. Internet access is available on public computers, and Wi-Fi is offered throughout the building. Laptops are available for in-library use. Limited walk-in technology assistance is available, with more in-depth support offered by appointment.

Places individuals with intellectual and developmental disabilities in jobs throughout the Quad Cities Area. Job developers assess the needs of the employers as well as the skills and abilities of the individuals seeking employment.
Staff provide one-on-one support for adapting to the work environment. Job coaches advise individuals in career development and guide through transitions such as changes in supervisors, schedule/shift changes, and conflict management and are available for extra support throughout employment.
