Provides a long term-care facility that offers nursing, medical, rehabilitative care and mental health services for eligible veterans, their spouses, and/or widowed spouses. Includes physical and occupational therapy, audiology, lab, x-ray, pharmacy, optometry, dermatology, dental care, Social worker, end of life care, and recreational therapy.

Offers the Section 8 Housing Choice Voucher Program to qualified low-income households in Boone, Dallas, Jasper, Madison, Marion, and Story counties. The program enables participants to pay between 30 and 40 percent of their monthly income toward rent, with CIRHA forming a contract with landlords to cover the remaining rent directly.

The program also provides access to information about privately owned apartment buildings offering below-market-rate housing units developed with public funding.

This program does not include the communities of Knoxville and Pella.

Offers youth and adult programs in Diabetes prevention and treatment along with group classes and lifestyle coaching. A Diabetes Clinic is held weekly; patients can expect an individualized Diabetes Care Plan with an integrated team.

Offers the following Community Services:

Home and Community-Based Services (HCBS) provides services for adults with intellectual or mental disabilities, a qualifying brain injury or handicapping condition. Individualized support is provided in the client's home or other community-based settings and is available 24 hours.

Home-Based Habilitation Services (HBHS) designed to assist individuals with serious and persistent mental illness with the acquisition, retention or improvement in skills related to living in the community. Services assist in the daily living needs of the client and can be provided 24 hours a day.

Community Support Services (CSS) provide integrated services and supports to individuals with a serious mental illness. Interdisciplinary teams provide assessments and service planning, monitoring of mental health symptoms, medication management, problem-solving assistance, coordination of appointments and transportation and support.

Provides immunizations for all ages.

Provides public bus transportation with fixed routes. Commuter route is also available to Midway Airport in Chicago.

Supportive home for those recovering from drug and alcohol addiction; residents must abide by the rules of the home, including never using drugs or alcohol while a resident. Homes may house men, women, women with children, or men with children.

Allows aging adults with developmental disabilities the option of partial or total retirement from their traditional work programs, providing retirement alternatives to the world of work or active day services.

Offers a wide range of services and activities, including arts and crafts, community outings, exercise and health-related services, and direct case management and assessments.

Education assessment, GED preparation, and computer classes.

Provides free or low-cost health coverage to people with low incomes, families and children, pregnant women, the elderly, and people with disabilities.

DHS administers the applications for Medicaid through ABE (Application for Benefits Eligibility), which is the part of the DHS website where Illinois residents can apply for Medicaid, SNAP, and cash benefits.

Provides independent living skill training to help disabled individuals acquire the skills they need to meet their goals for living independently in the community.

Educational information offered related to disaster preparedness and recovery, beef cattle production, and cropping and water systems.

Offers international programs of physical fitness, sports training, and athletic competition for individuals with intellectual disabilities. Services include sports basketball, bowling, power lifting, soccer, softball, volleyball, aquatics, motor activities, golf, and flag football. Athletes develop better coordination, get needed exercise, improve concentration and discipline, meet other athletes, and gain a feeling of satisfaction and success. 

Offers eye care and holistic vision care (provided in the Promise office a few days a week by local eye doctors from Beaver Eye Care), including routine eye exams, vision screenings, affordable eyeglass frames, and more.

Law enforcement agency.

Emergency operations center for the County, which handles emergency response incidents, including accidents, fires, floods, storms and other disasters. Also responsible for requesting federal assistance after a disaster.

Volunteer Income Tax Assistance (VITA) offers free tax preparation and electronic filing for low- to moderate-income Iowans, starting February 2026. Certified community volunteers prepare taxes with computer software and help with special tax credits such as the Earned Income Tax Credit (EITC), Child Tax Credit, and Credit for the Elderly or Disabled. 2026 Extension Supported VITA Locations

Offers Child Care Expense Assistance through the Iowa Department of Human services is available to the children of income-eligible parents who are absent for a portion of the day due to employment or participation in academic or vocational training or PROMISE JOBS activities. Vaccinations for all ages. The Vaccines for Children (VFC) program is a federally funded, state administered program that provides vaccines to eligible children. Children who are not eligible for VFC will be screened for insurance or private pay.  Flu vaccines also available.

Offers library services. Services include books (including eBooks), audiobooks, movies, music, and periodicals, curbside pickup, notary publics, computers with internet and word processing, fax machines, and copiers, 2-hour guest library passes, meeting rooms, interlibrary loan, and a genealogy room/resource. 

Provides integrated behavioral health services to individuals with traditional mental health needs. Those involved in integrated care internally have access to a multi-dimensional care team to help address various health care needs. Services include behavioral therapy, counseling, and medication services and management.
