Provides city government services and programs to the residents of the city, including access to utility service providers that deliver essential services such as natural gas, electricity, water, telephone, propane, home heating oil, and other energy alternatives. Residents may also have options to select from competing sources for electricity, natural gas, and telephone services in areas where power deregulation has occurred. 

Additionally, the city government oversees the office of the city clerk, which is responsible for maintaining records of city activities and transactions, preparing and publishing official notices, maintaining the city code, coordinating and preparing agendas for city council meetings, and recording meeting minutes.

Cross Outreach is a homelessness prevention program offering limited assistance with basic needs for households in transition, subject to available funding. Services include help with rent, security deposits, electric or water bills, laundry vouchers, storage costs, and support for moving-related needs. While assistance with car gas is not provided, the program also offers resources to help individuals maintain clean and sanitary living environments. ***Rent, security deposits, electric, water and laundry voucher assistance requires clients to email a help request on the 3rd Monday of every month between 8 am-8 pm.

2026 Intake Dates are always on the 3rd Monday of each month, 8 am-8 pm.

Provides home-delivered meals to individuals aged 60 and older, including those with disabilities or spouses of eligible individuals. Home delivered meals are also provided to those who are home-bound, isolated, frail or unable to prepare meals for themselves.

Provides meals to senior citizens, aged 60 and over, in four counties, Carroll, Jo Daviess, Stephenson and Whiteside counties.

Stephenson County - Central Kitchen, 524 West Stephenson Street, Lower Level, Freeport, IL.

Whiteside County - Whiteside County Senior Center, 1207 West 9th Street, Sterling, IL.

Provides immediate, walk-in care for minor injuries and non-emergency illnesses that are not life-threatening but need early attention. Common conditions include sore throat, pink eye, flu, sprains, and strains.

Offers a recurring event, every last Friday of the month for individuals in the recovery community. 

Provides Ogle County residents with information and education regarding health and disease prevention. Services include breast and cervical cancer screenings, chronic disease prevention programs, tuberculosis screening and treatment and the Smoke Free Illinois program. 

Provides free or low-cost health coverage to people with low incomes, families and children, pregnant women, the elderly, and people with disabilities.

DHS administers the applications for Medicaid through ABE (Application for Benefits Eligibility), which is the part of the DHS website where Illinois residents can apply for Medicaid, SNAP, and cash benefits.

Provides communities with health, educational, and economic opportunities.

Serves immigrant, minority, and low-income populations, helping them overcome language and cultural barriers in order to better provide for their families.

Provides a full service early childhood education center.

Provides food and personal grooming supplies for people in need. Donations of food and grooming supplies appreciated. This is a participating TEFAP (The Emergency Food Assistance Program) food pantry. Enrollment into TEFAP is confidential. Individuals participating in the FoodShare, School Nutrition Program, WIC, or Senior Meals programs may participate in TEFAP without impacting their ability to qualify for those programs. Must meet income guidelines.

Provides a children and teen clothing exchange, where clients can bring in clean, gently-used outfits that their children have outgrown and swap for a properly fitting outfit. Clothing, blankets, school uniforms, and diapers may also be available. Assistance without exchange available.

Offers many sporting and recreational opportunities for all ages. Call or visit website for specific programs.

Provides homeless coordination services and a truancy program. Truancy Program assists schools and families with services to ensure children age 6-17 attend school and helps eliminate any obstacles that may prevent this from happening.

Homeless coordination works with homeless children to ensure free, appropriate public education including a priority to preschool programs, the choice of staying in the school of origin or attending the school nearest their shelter or temporary home, immediate enrollment even when medical records cannot be produced at time of enrollment, assistance with transportation, if needed, and helps families with supply needs (i.e., personal hygiene products, undergarments, school supplies, PE clothes, alarm clocks).

Provides coupons (or checks) to older adults for use at farmer’s markets, roadside stands, and community-supported agriculture programs for fresh nutritious, unprepared, locally grown fruits, vegetables, herbs, and honey. 

Provides financial support to families who are looking for child care.

Food Pantry offering non-perishable food items, freezer items and vouchers for the local grocery store for perishable food items.
