Case management, client needs assessment, goal setting/plan development, and assistance to stabilize housing for individuals and families. Services vary and may include assistance with rent, utilities, rental and/or utility deposits, depending upon verification of need and progress being made on goals. Eligibility and re-certification requirements may vary by program.

Provides free items placed in red carts outside of the building located at 1100 East Adams for the community to come and shop the carts and take items free of charge.

Offers assessments and 26-week psycho-educational group services for individuals who use power and control in their intimate relationships. Additionally, provides guidance and support for obtaining protective or restraining orders to ensure legal protection against harassment, stalking, or violence in situations involving domestic abuse, child abuse, elder abuse, sexual assault, or other forms of harm.

Provides trained staff who serve as investigators when there is an allegation of abuse, neglect and/or financial exploitation of adults with disabilities (ages 18-59) or seniors (age 60 or over). Staff meet with alleged victims to assess their safety and services. Depending on the outcome of the assessment, staff may link individuals to services that can address an identified need and can stay involved for up to one year providing education and support.

Outpatient substance and alcohol abuse treatment services include information and education, intervention groups, intensive process groups, and individual counseling for clients, significant others, and family. Day and night treatment is available.

DUI evaluations to determine the nature and extent of the use of alcohol or other drugs.

Provides women's health care services such as preventative care and health screenings (pap smears, breast exams), pregnancy testing, pregnancy/prenatal care, and other needed gynecology or obstetrician services for the patient.

Provides trauma-informed in-home and telehealth therapeutic services to families with adopted children. Therapeutic services include family and individual therapy, group therapy and activities, caregiver psychoeducation/coaching, case management and advocacy.

Family centered services include Teen Parents and the Law (TPAL) Classes - 12 sessions directed toward teen parents, funded by Boost4Families.

Parents as Teachers (PAT) is an early childhood family education program to assist and support families in preparing their children for success in school and beyond, beginning prenatal and extending to age 5.

Included in the Program:

- Parent Group Meeting, which are opportunities to share information about parenting issues and child development. Parents learn and support each other, observe their children with other children and practice parenting skills.

- Personal visits, during which a certified parent educator will share age-appropriate child development and parenting information, to help learn to observe children, and address parenting concerns.

- Screenings to assess a child's overall development as well as health, hearing, and vision. Resource network - that link families to other community services.

Offers a program for parents and youth individuals ages 10-14 to work together and build relationships. Participants will practice skills, play learning games, and do family projects in highly interactive sessions. Sessions are designed to increase family bonding, build positive communication skills, and solve problems together.

Provides legal representation to survivors of abuse in order of protection matters in Winnebago County, Illinois. The NIU Civil Justice Clinic also drafts basic estate planning documents such as a Last Will and Testament, Power of Attorney for Property, and Power of Attorney for Healthcare for clients who are elderly, living with disabilities, or survivors of abuse.

Provides transitional housing for up to 20 homeless veterans. This substance-free program serves veterans, including those who have completed substance abuse treatment. Participation requires a screening, and following program rules while working toward permanent housing. Support services include transportation, case management, counseling, employment assistance, food pantry services, and other basic needs support.

Provides mental health services and supports. Services include evaluations, inpatient and outpatient treatment services, general counseling, and psychiatric services. Telepsychiatry is also available. 

Provides county offices for the community.

Offers 24-hour intakes by phone at the local number and the state hotline. A caseworker will make a home visit to investigate any allegations of abuse and assist the victim. Interventions will be offered to the victim and referrals made to the appropriate organizations. Interventions can include but are not limited to in-home services, legal, medical, relocation, and counseling.

Investigates allegations of abuse, neglect, and exploitation of older adults age 60 and older and persons with disabilities (ages 18-59) who live in domestic (non-institutional) setting. Appointed by the Illinois Department on Aging to investigate allegations of physical and emotional abuse, financial exploitation, confinement/neglect, deprivation of food or medication, sexual abuse, and self-neglect

Offers primary care services to those in need. Services include birth control counseling, childhood immunizations, confidential HIV testing, drug and alcohol testing, general physical examinations, gynecology services, pregnancy testing, seasonal flu vaccines, sexually transmitted disease screening, and well baby care.

Offers comprehensive health services to area children, including:

- Periodic "head to toe" well-child exams for children from birth to 18 years of age

- Hemoglobin tests

- Blood lead screenings

- Immunizations

- TB Waiver if needed

- Developmental screenings

- Physical exams, including school physicals and sports physicals

- Counseling and referral

Clinics are held in Kewanee at the Health Department office.

Works with all school districts within the area to ensure that students who do not have a fixed, regular, and adequate nighttime residence receive the same rights to an education as other students.

Assistance can be provided for many services that are required by school districts such as:

- The choice of staying in the school of origin or attending the school nearest their shelter or temporary home.

- Immediate enrollment even when medical records cannot be produced at time of enrollment.

- School supplies.

- Tutoring, after-school educational programs, correspondence classes.

- Student records, birth certificates, physicals, and immunizations.

- Health referral.

- Emergency transportation.

Provides access to a 24 hour helpline with care coordination specialists offering resource referrals, case management and support to Illinois Veterans, family members, or caregivers experiencing emotional challenges associated with PTSD, mild TBI, Military Sexual Trauma (MST), stress, anxiety, depression, addiction and substance abuse.
