Assistance is based on household income, size, type of fuel and type of housing. The application period is from October 1-April 30 for elderly and disabled households and November 1-April 30th for the rest of the households. Individuals applying must meet 200% poverty guidelines. May have some crisis funding available outside the normal LIHEAP months, call local County Outreach Office for availability of funding.

Provides programs to build or improve housing, essential community facilities, and support business financing in rural areas of Illinois.

Programs available:

- Single-Family Housing Programs: Direct loans or loan guarantees for low- and moderate-income rural families for mortgages and home repairs. Additionally, grants are available for health and safety repairs for individuals over 62.

- Multi-Family Housing Programs: Loans for affordable rental housing for very-low- to moderate-income residents, the elderly, and people with disabilities. Funds may also be used to buy or improve land and provide necessary facilities such as water and waste disposal systems. Rent assistance is available for rural residents.

- Community Facilities Programs: Loans, grants, and loan guarantees for essential community facilities in rural areas, with priority given to health care, education, and public safety projects.

- Business Financing Programs: Financial support, including loans and grants, for individuals or groups seeking to establish or expand businesses in rural areas.

Offers diabetes screening, drug and alcohol testing, TB testing (except Thu), urine pregnancy tests, physicals for school, sports, well child, adult, pre-employment. lead poisoning screening, dental care, blood pressure screening and immunizations.

Provides city contractors to investigate reports of animal cruelty and neglect, animal bites, injured animals, stray animals and complaints of barking dogs and pick-up of deceased animals. Impounded animals are taken to the ARL Animal Services. Needs to be within the City of Des Moines for animal services. Outside the city limits, must contact local law enforcement agency. BRANCH OFFICES: Polk County Sheriff's Office handles animal control for the unincorporated areas of Polk County (515) 286-3333. After hours a Police Officer may respond to an animal incident. 

Provides residents unemployment bus tickets with a maximum of 20 free bus tickets in a twelve-month period.  An ID and current piece of mail for proof of address is required to receive tickets.
