Provides a full service early childhood education center.

Offers, as resources allow, to help refugees and asylees reach economic self-sufficiency and to them with any problems, interests and concerns they may have. The Bureau of Refugee Services works to serve as a central clearinghouse in order to refer refugees and asylees to any resource necessary and available to them. This program will help participants prepare for the class, enroll into the DMACC CDL program at no cost, and obtain a job after completion. Participants will also qualify for “Jump Start” training specially designed to help English Language Learners.

Offers to help disabled Iowans with any disability rights issues they may have. This is a federally funded program, as part of the nation-wide protection and advocacy system created by federal law, to serve people with developmental disabilities, mental illnesses, and other disabilities. Disability Rights Iowa may assist with abuse, neglect, education, employment, housing, or denial of services.

DOES NOT help with divorce, custody, adoption, bankruptcy, criminal representation, civil mental health commitment, consumer/business law, debtor-creditor law, personal injury, malpractice, etc. The issue must arise from the individual's disability.

County level services provide direct emergency economic aid for vital necessities to veterans, their widow, and dependents, according to their needs. Personal visits for assistance and claims to housebound veterans or dependents. Must have an honorable or under honorable conditions discharge from active duty or wartime service. Must be a resident in Nebraska for the past one year and 6 months of that year in Holt County.

State level services do not require wartime service. Assist in completing applications for the Nebraska Veterans Aid Fund; fee exempt fishing and hunting permits; applications to the Nebraska Veterans Homes; waivers of tuition.

Federal level services provide and/or complete Veteran Administration forms for claims relating but not limited to service connected compensation, disability pension, widow's pension, burial allowance, grave markers/headstones, educational benefits, home loans, insurance, indebtedness, and character of service upgrades.

Provides inspections on private wells (sampling, testing, & plugging), permitting, private septic, Rabies control, public health nuisances, Inspections ( tattoo, tanning, & pool), bed bugs, head lice issues, and Radon testing.

Offers primary prevention services such as health and development, school readiness, socialization, parent-child interaction, parenting and family skills.

Babies Nest is an incentive program to earn free baby items by scheduling regular pregnancy visits, maintaining healthy behaviors, and attending educational parenting classes. Must be enrolled in the program by the 7th month of pregnancy. H.O.P.E.S. (Healthy Opportunities for Parents to Experience Success) is a home visitation program for pregnant women, parents of newborns, and other families with children ages birth to 5.

Children's health services include:

- Dental screening, education, referral to dentist after age 3.

- Developmental Screening, Vision Screening, Hearing and Speech Screening.

- Nutrition assessment and counseling by WIC (Women, Infant, Child) Nutritionist.

- Blood pressure testing.

- Health history assessment.

- Immunizations.

- Parent education and counseling.

- Lead testing when appropriate.

Provides transportation to a variety of destinations including medical appointments to hospitals and clinics in Delaware, Dubuque and Jackson counties. Also provides transportation to the University of Iowa hospitals and clinics.

Offers health care services for women veterans of all ages. Primary care providers specialize in women’s health, including specialists in gynecology, obstetrics, female urology, oncology, medicine, radiology, surgery, and breast illness.
