The Bureau of Refugee Services works to serve as a central clearinghouse in order to refer refugees and asylees to any resource necessary and available to them. The Bureau is the service agency for all refugees enrolled in FIP, the state welfare reform program. Now offering a Commercial Drivers License (CDL) program. This program will help participants prepare for the class, enroll into the DMACC CDL program at no cost, and obtain a job after completion. Participants will also qualify for “Jump Start” training specially designed to help English Language Learners.

Administers probation supervision, pre-trial release, pre-sentence investigation, and parole services, including programs that oversee individuals under legal custody and facilitate movement between jurisdictions or facilities. 

Conducts bail hearings to determine release conditions, bail amounts, or detention status for individuals awaiting trial. Utilizes electronic monitoring technology, such as transmitters and location tracking equipment, to monitor offenders confined to their homes or awaiting judicial procedures. 

Offers low-risk probation for minimum supervision offenders with individualized court-ordered conditions to be completed within a designated timeframe.

Tax preparation offered free to low and moderate income individuals starting late-January, 2026. Appointments are available starting February-March in Ottumwa, Albia, and Fairfield. First appointment is an intake interview. Services may also assist with prior year filings and post-deadline return.

GoMad is a 19-week program, for 18-24 year olds, who spend 20 hours/week learning building construction skills and various academic subjects. There is a $200/week stipend for scholars' commitment to the program.

Emergency shelter for single men, single women, and families. Meals served to anyone, including breakfast and supper.

Provides care for a terminally ill person in their home during the last 6 months of the patient's life.

- Provides trained volunteers, as well as counseling, 24 hour on-call nursing, social services, chaplains, and personal care professionals.

- Coordination of needed home health care services, including pharmacy, dietary, physical, respiratory, speech, and occupational therapies, and the needed home medical equipment.

- Inpatient hospice care available at several area nursing homes and hospitals.
