Provides community improvement in the areas of economic development, employment, government, education and residential living.

Outreach staff visit older persons or their caregivers to inform them about available benefits and services. Outreach Services may include:

- Encouraging older persons to participate in senior programs.

- Assisting older persons in gaining access to needed services (Benefit Access Application, Medicare Part D, etc.).

- Follow up with older persons and agencies to determine whether services have been received and the needs of the older person are met.

- Provide client advocacy to secure benefits.

Offers services for older adults including congregate meals, home delivered meals, information and referral to community resources, transportation, and help applying for benefits.

Provides hospice and palliative services to veterans with life-threatening illnesses. Services focus on comfort, quality of life and reducing suffering.

Offers several different support groups, primarily for those who are coping with substance use disorders.

The Bureau of Refugee Services works to serve as a central clearinghouse in order to refer refugees and asylees to any resource necessary and available to them. This program will help participants prepare for the class, enroll into the DMACC CDL program at no cost, and obtain a job after completion. Offers library services to the residents of Johnston. Books, audiobooks, magazines, movies, and digital resources are available with a library card. The library also provides computers, WiFi, printing, meeting rooms, study spaces, tech assistance, notary service, programs, and home delivery for qualifying residents.

Sells homes to qualified families who do not currently own a home. The family receives a no-interest loan from Rockford Habitat to purchase the home. The family will pay the loan back over the next 20 or so years. Loan length and mortgage payment are based on individual family income. The average mortgage payment is around $500 a month. Families must volunteer at least 200 sweat equity hours during the construction of their home and take three financial management courses prior to the closing.

To qualify for the program, 4 categories are evaluated:

- Residency.

- Ability to pay.

- Need.

- Willingness to partner.

Trained crisis responders answer calls and texts 24 hours a day, to listen to and help anyone who is feeling depressed, stressed, hopeless, thinking about hurting themself or others, dealing with alcohol/substance use, and more.
