Offers Child Care Expense Assistance through the Iowa Department of Human services is available to the children of income-eligible parents who are absent for a portion of the day due to employment or participation in academic or vocational training or PROMISE JOBS activities. LIHEAP (Low Income Home Energy Assistance Program) assists low-income homeowners and renters pay for a portion of their primary heating costs for the winter heating season. Also encourages households to make regular utility payments, to promote energy awareness and to encourage reduction of energy usage. All customers applying for this prgram will simultaneously be making an application for weatherization assistance as required by state law. Assistance is based on household income. size, type of fuel, and type of housing. Applications accepted October 1-April 30 for the elderly and disabled households and November 1-April 30 for the rest of the households.

Provides counseling services to those in need who are considered low income. Services are based on a sliding fee scale to make services more accessible for those without insurance or underinsured. Also provides fee discounts on psychiatric services to clients who self-pay, due to insurance limitations or being out of network.

Provides Farmer's Market vouchers to persons 60 and older during the months of June and July.

Provides train transportation nationwide. Iowa Stations: Burlington, Creston, Davenport, Fort Madison, Mt. Pleasant, Osceola and Ottumwa. Disaster Transportation may be provided during major disasters such as Hurricane Katrina.

Early education and family support program free to all families with children prenatal to kindergarten entry. Parent educators provide home visits, developmental screenings, and resource and referral for early childhood resources in Harrison County. GetTogether meetings offered 12 or more times a year.

Bright Beginnings program for Harrison County families prenatally and with children under the age of three.

Child passenger safety program provides seat checks and education regarding car seats.

Book and toy lending library for registered child care providers and early elementary teachers.

Community action agency.

Offers child care, preschool, before/after school, school days out, and summer programs, as well as Early Head Start.

Offers a loan closet that includes walkers, wheelchairs, crutches, chairs, canes, commodes, and bed pans as available. Also offers eyeglass recycling.

Nutrition education to adults and youth of limited resources about healthy eating and food resources to improve food resource management skills. The program offers lessons in the areas of diet quality, food safety, and food resource management individually or in small groups.
