Offers "Norman Services" to support families with children at risk of being placed in DCFS care or unable to return home due to unmet basic needs such as food, shelter, clothing, or other essential items. These services aim to prevent child removal or facilitate reunification by addressing critical living circumstances.

Eligible families may receive assistance through Public Aid/TANF and other cash grants, the Housing Advocacy Program (HAP) to secure permanent housing, and the Emergency Cash Assistance Program for immediate basic needs.

Additionally, the services include support for guardianship-related matters, providing guidance and resources for individuals navigating the appointment or opposition of guardianship arrangements for children or adolescents.

Provides permits for signs, construction of buildings, repair, additions, demolitions, move houses, street occupancy, zoning services, licenses for electrical, heating, air conditioning, and plumbing.

Program services include rental assistance up to HUD Fair Market Rent allowance and case management. Can remain on program as long as eligibility requirements are met.

State Supplement adds to the benefits of the federal Supplemental Security Income (SSI) Program to bring the income of aged and disabled individuals up to the need of standards of Nebraska. Additionally, some persons are not eligible for SSI payments, but qualify for a State Supplement payment because of different standards and regulations.

State Disability provides aid to needy persons who have a disability expected to last for at least six months, but less than the 12 months required to be eligible for the federal Supplemental Security Income Program.

Provides financial assistance to individuals who are ineligible for other state assistance and do not have resources to provide for their needs.

Offers primary care for LGBTQ+ veteran individuals. Services include exams, preventive care, STD testing and treatment, CDC recommended vaccinations, mental health counseling, and referrals for specialty screenings. 

Provides fundraising to support local programs and projects to enhance the community and future for the children of Freeport.

Provides treatment for substance use disorders. Offers counseling, group therapy, or medication based on the patient's specific needs. The Opioid Addiction Treatment Program (OATP) provides specialized treatment services for opioid addiction and MAT services (medication assisted treatment).

Offers a variety of programs for youth, teens, adults, and seniors. Programs include adult and youth sports, running clubs, walking clubs, youth aquatics programs, teen and adult swim lessons, aquatics personal training, dance programs, swim team, teen wellness center certification (to access fitness and cardio equipment in YMCA Wellness Centers), fab 50 club (social club for members age 50+), sports specific performance training, personal fitness, healthy lifestyle classes and programs, group fitness classes, family fitness, splash water safety program, and a teen achievers program. 

Provides psychiatric evaluation, medication management, telepsychiatry, and coordinated behavioral health support for children, adolescents, and adults. 

Offers library services providing access to materials, including print, electronic, streaming, and downloadable items. Materials are available for circulation and in-house reference use.

The mobile library has a set of designated stops to serve all of Rock Island, Milan, and Blackhawk Township. The library on wheels includes access to print and electronic materials, as well as WiFi, tablets, and computers.

Provides city-wide lead removal services. From income eligible rental united or owner-occupied homes for pregnant women and children ages 6 and under to keep healthy and free of lead poisoning.
