Offers a home energy audit program. Services include the initial walk through and the blower door test. During the walkthrough members will identify areas where air may be leaking in and perform initial safety checks. The blower door is specialized equipment that allows to measure the level of air infiltration by surveying the extent of air leaks in the home. Depending on the results of the home energy audit, members may proceed with weatherization services. Services may include repairs for windows, doors, attic access, outlets, rim joints, ducts, water pipes, and efficiency improvements.

County level services provide direct emergency economic aid for vital necessities to veterans, their widow, and dependents, according to their needs. Personal visits for assistance and claims to housebound veterans or dependents. Must have an honorable or under honorable conditions discharge from active duty or wartime service. Must be a resident in Nebraska for the past one year and 6 months of that year in Otoe County.

State level services do not require wartime service. Assist in completing applications for the Nebraska Veterans Aid Fund; fee exempt fishing and hunting permits; applications to the Nebraska Veterans Homes; and waivers of tuition.

Federal level services provide and/or complete Veteran Administration forms for claims relating but not limited to service connected compensation, disability pension, widow's pension, burial allowance, grave markers/headstones, educational benefits, home loans, insurance, indebtedness, and character of service upgrades.

Provides an early intervention program. Services are designed to improve a child’s growth in the areas of language, speech, motor coordination, self-help skills, and social development. Developmental, physical, and speech therapies are available as part of the comprehensive overall early intervention program. Parental involvement is an integral part of the program. This approach is designed to teach parents how to incorporate these skills into their child’s daily routines. 

Offers to help children in grades 4-12 develop knowledge and skills. Services include learning about citizenship, leadership, cooking, arts and crafts, mechanics and technology, horticulture, agriculture, and other subjects. To teach young people about these subjects, the 4-H program uses the learn-by-doing method of instruction.
