Offers Crisis and SASS services through the Mobile Crisis Response Team. Screening Assessment Support Services (SASS) is a 90-day program which provides family-focused community-based services to youth in crisis and their family. The SASS program focuses its services on youth 20 years of age and younger who are at risk because they are struggling to function at home, school, or within the community. Can also link families to services such as a therapist, child psychiatrist, and/or other resources within the community.

- Substance abuse services including alcohol and drug evaluations, intensive outpatient program, aftercare services, and an education class.

- Psychological assessment.

- Psychiatric services including evaluation and medication management (tele-psychiatry only).

- Employee assistance program.

Provides healthcare services to those in need. Services include primary care, chronic disease treatment, pediatrics, reproductive health, prenatal care, lab services, school and sports physicals.

Maintains and provides access to official real estate documents, contracts, articles of incorporation, partnerships, state and federal tax liens, military records, birth, divorce, death, and marriage records. Offers services for issuing and renewing licenses for ATVs, boats, snowmobiles, hunting, and fishing, as well as marriage licenses and certificates. Operates as a Passport acceptance facility with photo services and processes military records for tax exemptions and benefits.

Additionally, issues public health permits to certify compliance with health laws for various facilities and institutions. Services include the establishment of standards, review of applications, issuance of permits, and enforcement of compliance through inspections and monitoring.

Childhood and adult vaccines and flu shots available.

Utility assistance program for NPPD customers in Nebraska and South Dakota. Available October through April, funds permitting.

The maximum grant amount an applicant may receive is $225. Applicants can only receive a grant once every 12 months. Grants can be used to cover security deposits and reconnection fees.

If a customer’s utility service is off or in threat of termination when they apply and the maximum grant amount is insufficient to restore service or stop termination, the customer must seek additional assistance or cover the remaining balance themselves. The amount needed to restore service or stop a termination is determined by utility review. Notification will be sent to the customer advising them that, in addition to the grant amount, an additional payment is required to restore service or stop termination.

All applicants must provide verification of income. Account must be residential, single home or apartment. No “cooking only,” commercial, industrial, or apartments with shared utility service. Name on account must be that of an adult who is currently living in the home.

Total gross household income must be at or below 200% of the Federal Poverty Income Guidelines. Offers both short and long-term experiences for youth. Short-term experiences include afterschool programs, camps, school-sponsored activities, conferences, and other events. Long-term experiences include learning communities in agriculture such as county clubs.

Provides scholarships to school-aged children in income-eligible households wishing to attend a camp or enroll in a class such a swimming lessons, cooking, art, etc.

Provides rental housing registration and inspection services for residential rental properties within Marshalltown city limits. Services include registering rental properties, conducting inspections approximately every three years to check for compliance with city housing codes, and responding to written complaints from tenants regarding rental housing conditions.

Emergency management in cases of disaster, weather, terrorism, or civil unrest.

Access point for the community's homeless veterans. Individuals and families who are at imminent risk of homelessness (with no house, apartment, etc. to stay tonight) will complete an assessment and receive help to find housing options.

Rehabilitates the houses of low-income homeowners (particularly the elderly, disabled, and families with children) so that they may continue to live in warmth, safety and independence. All work is provided free of charge to the homeowner. Referrals come from health and human service agencies, community and faith-based organizations, service groups, case managers, and individuals. The homeowners, if physically able, work with the volunteers in the spirit of neighbor helping neighbor. Home assessments determine a home's eligibility based on national and local criteria.

Repairs vary from painting and trash removal to minor repairs such as electrical or plumbing work. Smoke detectors and new locks may be installed. Home modifications and accessibility needs given priority. The repairs must be able to be completed in one day; no major structural repairs and no tree removal.

Provides congregate and home delivered meals to seniors in a seven-county region. The Peace Meal program improves the nutritional status of older adults through the provision of meals, nutrition assessment, nutrition education, food safety instruction and information about other community services.

Provides information on Parkinson's disease, including its causes, symptoms, treatment options, and therapeutic activities to do at home. Also offers resources and insights to foster understanding and awareness about living with Parkinson's disease, promoting positive communication and interaction with individuals affected by the condition. 

Provides free or low-cost health coverage to people with low incomes, families and children, pregnant women, the elderly, and people with disabilities.

DHS administers the applications for Medicaid through ABE (Application for Benefits Eligibility), which is the part of the DHS website where Illinois residents can apply for Medicaid, SNAP, and cash benefits.
