Offers vaccines and information for individuals in need to answer questions, or misinformation about certain vaccines. Services include flu vaccines, COVID-19 vaccines, and other vaccines may be offered under this program. 

Provides practical information for anyone to access in the areas served. Education services include agriculture, horticulture, family and consumer economics, nutrition and wellness, and youth development. The website has information about different programming options available.

Youth program during weekdays for children ages 12-18. Includes Bible lessons, games, activities, character building, and dinner.

Provides free income tax return preparation for taxpayers earning up to $67,000 annually. Helps working families take advantage of all eligible tax credits, including the Earned Income Tax Credit (EITC), Child Tax Credit (CTC) and education credits. Volunteers from the community help prepare basic, current-year tax returns for eligible taxpayers.

Tax preparation is offered primarily in-person by appointment, with an option for walk-in services at the Martin Luther King Community Center (Rock Island).

Walk-in services at the MLK Center are available from February 3rd, 2026, through April 4th (appointments cannot be made for this location). Hours are Tue-Thu 5 pm-8 pm, Sat 9 am-12 pm.

Issues handicapped parking permits to:

- Persons with a visual, physical, or neurological impairment which limits personal mobility resulting in an inability to travel more than 200 feet without stopping or without the use of a wheelchair, crutch, walker, prosthetic, orthotic, or other assistant device;

- Persons whose personal mobility is limited as a result of respiratory problems;

- Persons who have a cardiac condition to the extent his or her functional limitations are classified in severity as being Class III or Class IV according to standards set by the American Heart Association;

- Persons who have substantially or permanently loss all of the use of one or more limbs.

Handicap parking permits issued by the DMV authorize individuals who meet the above definition of handicap to park in designated handicapped parking stalls. Permanent permits are issued for six years and expire on the last day of the month of the applicant's birthday in the sixth year following issuance. Temporary permits are issued for three months or six months and may be renewed once.

Approves Handicapped License Plate applications for:

Vehicle must be titled in the name of the disabled person; a trust whose designated beneficiary who meets the above definition of handicap; or the parent, guardian, foster parent, or agent of an individual who meets the above definition of handicap. Specially marked plates approved by the DMV and issued by the offices of the county treasurer authorize individuals who meet the above definition of handicap to park in designated handicapped parking stalls. The holders of such plates must recertify his or her disability each year a new design of license plates is issued (6 years).

Offers a food pantry.

Online registry designed for fathers who may not be living with their child's mother or who may not be legally recognized as a father. Registry information is used to locate a father in the event that his child is being placed for adoption. The site is designed to protect his confidentiality and rights as a father.

Interested parties may also search the registry, but must register before viewing the registry. These include:

- A child's mother or father.

- A child welfare agency to whom the mother has expressed an interest in making an adoption plan.

- The potential adoptive parents.

- The attorney for any one of the above parties.

Provides help teaching skills to adults with disabilities that will enable them to reach their fullest potential, live as independently as possible, and become integrated into the community.

Meals on Wheels provides hot, home delivered meals to eligible persons. Frozen meal program available on a limited basis.

Offers a baby closet for children ages 0-2. Services include diapers, wipes, formula, and linens. To receive free items individuals must enroll in the closet program. Emergency help may also available.

Provides a youth mentoring program for youth, ages 12-17, workshops and activities to explore career opportunities, and job search assistance through Goodwill’s Employment Services Program.

Coordinates the multi-disciplinary response to child sexual and/or serious physical abuse in a child friendly location. Services include:

• Linkage to mental health resources
• Coordination with the Multi-Disciplinary Team (MDT) regarding the investigation and services provided
• Accompaniment to court hearings/trials, specialized medical appointments, or attendance in victim's place
• Linkage to any community resources available
• Court preparation for victim
• Child friendly facility and trained professional to conduct forensic interviews
• Help with Crime Victims Compensation forms
• Registration with Automated Victim Notification System

Provides in home medical services. Services include but not limited to skilled nursing, medication management, therapy (OT, PT, ST), and medical social worker services.
