Sells clothing, limited housewares, linens, etc. at very low prices, to persons meeting low-income guidelines. Free clothing is given when clients bring request slips from other agencies stating their need. Accepts clothing vouchers from 9 am-11:30 am. Donations accepted from 9 am-12 noon during open hours.

Head Start and Early Head Start are comprehensive child development programs that serve children from birth to age five, pregnant women and their families. The programs are child-focused and have the overall goal of increasing the school readiness of young children in low-income families.

Both programs provide a range of individualized services in the areas of education, medical, dental and mental health, nutrition and social service to children and their families. Parent involvement is encouraged and support is offered for children with disabilities.

Provides library services, including CDs, movies, and video games. Some materials may be accessed online using a library card. Services may also include computers for internet access and word processing, reference service and interlibrary loans, FAX, photocopy services, state and federal tax forms. Meeting rooms are available for community non-profit groups.

Provides older adults with behavioral healthcare.

Utilizes a multidisciplinary treatment team including a Psychiatrist, a Therapist, and a Registered Nurse to develop an individualized plan of treatment for each patient. The goal is to provide a safe environment for patients to come and share feelings with others that are experiencing similar issues.

Provides financial assistance towards past power, water or sewer bills for Urbana residents who are shut off, or facing an imminent shut off, have exhausted all other resources, and are not able to fully afford to pay arrears.

Provides a virtual place to come together as individuals, age 18 and older, to share our unique, yet common, experience as people who have a common story of losing a friend or loved one to death by suicide. Facilitators are trained by American Foundation for Suicide Prevention, and attendance is ongoing for as long as is helpful. 

Provides help to low-income people and families buy food.

Offers the Restaurant Meals Program, which allows eligible SNAP customers to buy meals at authorized restaurants. (Available to SNAP customers who are homeless, elderly, and/or disabled.)

The LINK card is accepted at many farmers' markets.

Expedited/Emergency SNAP Benefits may be available (in 5 days or less from the date of application) to eligible clients if:

- Monthly income, cash, and bank accounts are less than client's rent or mortgage plus utility costs, OR

- Monthly income is less than $150 and client's cash and bank accounts are not more than $100, OR

- At least one person in the household is a migrant farm worker and client's cash and bank accounts are not more than $100.

Handles birth, death, marriage certificates and licenses, Civil Union Licenses, as well as elections, voter registration, and help with passports. Can also assist with information regarding property tax redemption, tax extension reports, and tax bill explanations.

Provides a support group for blind and low vision individuals and their allies.

Evaluates an individual’s need for psychotropic medications, provision of a prescription, and ongoing medical monitoring of those medications.

Addresses local community planning and economic development through initiatives such as community engagement, leadership development, economic development, improving regional food systems and creating welcoming recreational and functional spaces.

Provides home health care services. Services include skilled nursing, medication management, wound care, disease monitoring, injections, behavioral health services, home health aides, physical and occupational therapy, and education to help individuals and their families safely manage health conditions at home.

WIC central intake for Northeast Nebraska.

Offers MEDICAID (Medical Assistance) to people who are low income and aged (65 and older), disabled (including blindness), women needing treatment for cancer or pre-cancerous conditions of breast or cervix (who have been screened and diagnosed through the Breast and Cervical Cancer Early Detection program and who do not have credible health insurance coverage), children under 21 years of age, pregnant women, parents or other caretaker relatives of children under age 18 (or under age 19 if they are attending secondary school and are expected to graduate before age 19). Medicaid will pay the costs of Health care, Dental care, In-home health care, Nursing facility care or Residential facility care.

Offers problem gambling education to clients, such as learning about the process of addiction, relapse prevention, and medical/psychological aspects of addiction.

- Outpatient structure enables the gambler to continue to meet personal obligations while managing their financial situation. Services include individual and group therapy, plus financial counseling.

Provides the city government departments and other city information.

Provides recreation programs, Special Olympics, weekly programs, and special trips and events for people with special needs or developmental disabilities. Also offers a summer day camp. 

Provides monetary assistance to single individuals.

Section 8 rent subsidy vouchers for individuals and families who meet income guidelines. Case management support services are provided to Section 8 clients enrolled in the Family Self-Sufficiency Program (FSS).

Tax preparation for low and moderate income taxpayers of all ages, with special attention to people 60 and older, for the 2026 tax season.
