Empowerment Opportunity Center
Provides scholarships to assist CSBG eligible low-income undergraduate students with tuition costs. Students must be undergraduates, residents of Macon County, and attend an accredited school in Illinois. Applications are usually taken in June for the Fall semester. If possible, scholarships are distributed early, so the funds can be used to cover the initial cost of tuition that must be paid by the student before school starts.

University of Illinois Extension - Stephenson County
Provides practical information for anyone to access in the areas served. Education services include agriculture, horticulture, family and consumer economics, nutrition and wellness, and youth development. The website has information about different programming options available.
BCMW Community Services - North Locust Centralia Office
LIHEAP (low income home energy assistance program) provides assistance with a utility bill. Applications are accepted November 1 – August 15; for elderly or disabled individuals applications are accepted starting October 1. Income must fall within 200% of poverty guideline. Call for an appointment. A letter has been sent to those who may be eligible for early application in August or September.
Some applicants may qualify for the Percentage of Income Payment Plan (PIPP), where an eligible client pays a percentage of their income, receives a monthly benefit towards their utility bill, and receives a reduction in overdue payments for every on-time payment they make by the bill due date. If the homeowner's furnace is not working or is dangerous or emitting carbon monoxide into the household, LIHEAP may be able to provide a furnace repair or replacement. Contact for more information.
**This program is not designed to pay a household's total energy costs. The program will provide supplemental assistance based on several factors. This is a one-time payment to your energy provider.

VITA Tax Site - Asian Community and Culture Center
Provides free tax credit clinics and prepares free federal and state income taxes for low to moderate income households.
Starting January 15, 2026, visit https://vita.unl.edu to schedule an appointment. Tax appointments begin Feb 1 and run through Apr 10 and are available at multiple sites in Lincoln. To see the days and times for all the locations, visit the website to download the site schedule.

When scheduling an appointment, choose a site location and date. All location will be face-to-face; virtual preparation is available in addition to facilitated self-assistance (schedule an appointment under the 'Need Assistance' tab).
If Lincoln Public School and/or UNL is closed due to bad weather, all VITA sites are closed.
The scope of work that can be done within the VITA site is defined by the IRS. If a return is considered "out of scope" for the site, VITA Volunteers will not be able to prepare the return.

Young House Family Services
Provides counseling services to anyone in need. Counseling services are designed to help people come to terms with stress and conflict in their family and daily lives.
IowaWORKS Center - Dubuque
Works to help individuals, including those facing significant employment barriers, secure and retain high-quality jobs. The program assists people in finding employment, funds training when needed to gain or retain a position, and provides assistance in obtaining work permits or official documentation required for work authorization.
The Adult Program serves people who are at least 18 years old and, if applicable, registered for Selective Service. The Dislocated Worker Program serves individuals registered for Selective Service who have lost their jobs and meet dislocated worker categories defined in the Workforce Innovation and Opportunity Act (WIOA).
The Youth Program serves in-school youth (ages 14-21) and out-of-school youth (ages 16-24) who need assistance with training or education to enter the workforce successfully, with a focus on young people facing barriers to success. This includes government-subsidized summer employment programs that provide job opportunities in the public and private sectors during the summer months. Registration for these summer opportunities occurs during a spring application period.
