Provides outpatient rehabilitation services to children with developmental delays and disabilities. Services include occupational, physical, and speech-language therapies, developmental evaluations and support, audiology services, autism services, and assistive technology equipment for those in need.

Walk-in services at the MLK Center are available from February 3rd, 2026, through April 4th (appointments cannot be made for this location). Hours are Tue-Thu 5 pm-8 pm, Sat 9 am-12 pm.

Provides monthly financial assistance to persons who do not have adequate income or resources to provide for their own basic needs once every 12 months.

Offers, as resources allow, to help refugees and asylees reach economic self-sufficiency and to them with any problems, interests and concerns they may have. The Bureau of Refugee Services works to serve as a central clearinghouse in order to refer refugees and asylees to any resource necessary and available to them. The Bureau is the service agency for all refugees enrolled in FIP, the state welfare reform program. Now offering a Commercial Drivers License (CDL) program. This program will help participants prepare for the class, enroll into the DMACC CDL program at no cost, and obtain a job after completion. Participants will also qualify for “Jump Start” training specially designed to help English Language Learners.

Provides vaccinations and immunizations to those who reside in Vermilion County. Call or visit website to find out what type of vaccines/immunizations are available. 

Offers FIP (Family Investment Program) a cash assistance program for children and their families who have low income, also available to relatives caring for children whose parents are not in the home. The goal of FIP is to help families leave poverty and become self supporting, can participate for up to 60 months. FIP is Iowa's Temporary Assistance for Needy Families (TANF) program.

Creates a custom checklist for moving preparations. Visit the website to fill out a form with information about the tasks needed to complete and how to complete them. Each checklist is tailored to the unique needs of each individual or family. Created lists can be saved, download and printed at any time during the moving process and use for future moves.

Provides and administers the Section 8 Housing Assistance Payments Program for existing housing. This program subsidizes the rent of eligible participants who live in approved, privately owned housing. This program requires application.

Offers the Family Self-Sufficiency (FSS) program which is a voluntary program designed to teach families how to utilize community resources in order to achieve independence and self-sufficiency through education and job training. All Housing Choice Voucher recipients are eligible to participate in the FSS program.

Offers Housing Counseling, Menard County Housing Authority serves as a HUD Approved Housing Counseling Agency. Offers pre- and post-purchase counseling, credit and budget assistance, credit reports, mortgage delinquency, renter’s assistance, fair housing assistance, loss mitigation, and relocation assistance.

Provides an incentive-based store where participants of YPN prenatal and parenting classes and home visitations can bring their points earned in and shop for baby care items such as diapers, wipes, clothing, shoes, toys, books, highchairs, strollers, walkers, boppy pillows and more. All items in the shop have been donated by community members, so inventory varies by season.

- Early Head Start offers health, parenting skills, nutrition education, and home safety checks to participants. Center based care is provided in Columbus and Schuyler.

- Early childhood partnerships with 9 area public schools, offering morning and afternoon center-based sessions for income eligible children ages 3-4 and their families.

Provides nutritious lunches in a friendly environment. Each meal includes a combination of protein, vegetables, fruit, grain, and milk.

Menus are approved by a registered dietitian to ensure they meet 1/3 of the daily recommended intake of essential nutrients.
