A comprehensive community college offering career and technical, transfer degrees, diplomas, and certificates designed to support a wide range of educational and career goals. The college serves recent high school graduates, adult learners, youth and individuals seeking to advance or change careers. NICC provides High School Equivalency (HSE) preparation/testing programs that help students build the knowledge and skills comparable to a high school education. The college also offers English as a Second Language (ESOL) programs to support non-native speakers in developing listening, speaking, reading, and writing skills necessary for success in academic, professional, and community settings. In addition, the college delivers workforce training, continuing education and short-term credential programs aligned with regional industry needs, helping students quickly gain in-demand skills and enter or advance in the workforce. 

Provides a Housing Choice Voucher Programs. The rules and regulations for the Housing Choice Voucher Program are determined by the U.S. Department of Housing and Urban Development (HUD). The purpose of the Housing Choice Voucher Program is to provide rental assistance to eligible low-income families.

HUD determines the amount of funding that is available for rental assistance in each community. It is important to ensure that the funds are used to assist only those families who are eligible. The reason Housing Authorities have waiting lists is that there is not enough funding to assist all of the families who apply.

Connects youth and families with resources and support.

Navigators are able to “fill gaps” for families by connecting them with local resources and/or through flexible funding for needs such as rent, utilities, transportation, and more.

Community Response is designed to reduce unnecessary involvement of child welfare and juvenile justice while increasing community supports for youth and families.

Coordinates existing resources and matches participants with resources to solve an immediate need.

Offers a food pantry to those in need.

Offers free, face-to-face group that helps clients learn tools that empower ongoing recovery. This group was developed to address addiction and ways to address challenges with substances, shopping, internet, sex, and other addictive behaviors.

Homebuyer education offers monthly workshops to help potential homeowners prepare for homeownership; one-on-one counseling is also available after completing the workshop.

Advocacy services include preparing mortgage plan, review purchase agreements, review credit reports, and assist with correcting incorrect information on credit reports.

Foreclosure prevention counseling.

Financial education.

Provides job readiness services to help individuals prepare for employment opportunities.

Provides a $50 voucher towards purchasing a coat at participating merchants for kids in school in the Sterling and Rock Falls area. These vouchers are given to school nurses to distribute. Children in Sterling may go to Kohls and Blain's Farm and Fleet to use coat vouchers. 

Gifts and a food voucher are available to families with children ages 15 and younger and to seniors age 60+. Food vouchers are available for families with children ages 16+ and to adults without children.

Provides in-person and virtual tax assistance to anyone free of charge with a special focus on taxpayers who are over 50 or have low-to-moderate income for the 2026 tax season. Free, year-round tax assistance is also available on the Internet. Taxpayers can post tax questions to online tax assistors by visiting the website.

Provides a food pantry to eligible households who may need help with food. Food help is given once per month. USDA commodities may also be distributed through the food pantries.

Provides engineering and design of County roadway projects, including local resurfacing and bridge replacement. The division is responsible for the construction and maintenance of the County Secondary Road System, including ditch cleaning, roadway surface repairs, bridge and culvert repairs, and snow removal.

Provides a registered dietitian and certified diabetes educator to help manage diabetes and eating disorders. In-person at Christopher location, but via telehealth for other locations.

Offers to assist households with window air conditioners (renters or homeowners) and also do some repairs to central air conditioners (homeowners). Must meet income guidelines for the program and have an application completed. Must have a medical need to be eligible for the program. Program runs May through September.

Provides children with a safe environment full of activities while building confidence, self-esteem and character. Kids can participate in indoor and outdoor games and activities such as weekly swimming at Alpine Park Pool, field trips, reading, arts and crafts, and more.
